Neither was any attempt made to persuade the University to provide on-campus accommodation for the extra students it will attract (though FoBRA urged this), nor did the Council ensure that the decision about this vast and controversial project was referred to its Development Management Committee, where public debate would have been possible, and where elected Councillors could have made an input.
