Chairman's Report - 11 November 2021


1. TRANSPORT

The Transport group's report is attached.


2. CLEVELAND BRIDGE

Amongst the other issues concerning this ongoing problem, is there any real prospect of BANES being able to stop the return of HGV's thundering through the city centre once the Bridge is fully reopened?


3. LIVEABLE NEIGHBOURHOODS/LTA'S

The roll-out of these seem to have been delayed. We have yet to see a final list of those LTN's that will fall in the first tranche, nor has there been any clear indication as to when the transport consultants whom the Council have instructed to "design" LTN's with residents and councillors will start to meet with residents.


4. SPEEDING

What can be done about the endemic speeding around the city? Neighbourhood speed watches are a very good idea. What more can be done?


5. PLANNING

The Planning Group's report is attached.


6. ENTRY HILL

We will be updated about recent troubling developments in relation to the Council's plans, which are opposed by residents.


7. BUSINESS GROUP - UPDATE

The Group will update us with regard to latest developments. What effect is the disliked "ring of steel" around the city centre having on local businesses?


8. CITY COUNCIL/PARISHING

The conclusion I have drawn from recent discussions concerning the Bath Area Forum is that the motivation behind it is to kick parishing into the long grass. We are told that to get City Council project off the ground there will need to be a community governance review with the city's residents. This process takes about 1 year. Then a ward structure for the new council would have to be established. All of this needs to be completed at least 6 months before any local elections (if you hold City Council elections the same day as local elections, the additional cost is minimal but if they are held at another time, the cost is prohibitive). This means that all will not be in place in time for the next elections. However, it seems to me that since we have been deprived of a City Council since 1996, we should to start the process now so that elections to a City Council can be held at the time of the following local elections.
